GULF COAST PIPELINE SYSTEM (GCPL)

In 2001, the joining of Dow Chemical and Union Carbide resulted in the formation of a Gulf Coast Pipeline System with 3127 miles, extending from Brownsville, TX to New Orleans, LA.  This system provides vast connections to the industry and to Dow’s major sites along the Gulf Coast, providing ethylene, fuel gas, propylene and other feed stocks and materials.

The Gulf Coast Pipeline Site is made up of craftspeople, contractors, engineers, leaders, technicians, specialists, and other contributors who are committed to the success of the business by working without injury to ourselves or to others. Completing jobs safely is an indication of the quality of our work.


CONTRACTOR ALLIANCE FOR PIPE SAFETY

MISSION & VISION STATEMENTS:

  • Contractor Alliance for Pipeline Safety (CAPS) exists to identify and articulate the safety-related needs of the contractor community and to partner with Dow Chemical Company's Gulf Coast Pipeline organization to jointly improve contractor safety performance.

  • CAPS goal is to provide all contractor companies doing business with Dow's Gulf Coast Pipeline a forum that allows adequate sharing of EH&S purposes, expectations, strategies, incentives, and results of the community of contractors working at the Dow Gulf Coast Pipeline site.
  • In return, members are asked to provide ongoing commitment to CAPS' goals and philosophy.

  • As a result, the expectation is that safety performance with Dow Chemical's Gulf Coast Pipeline organization will continue to improve.

  • CAPS is an enabling organization whereas contractors embrace the concept that through the use of new and creative approaches to safety, coupled with consistent application of proven existing processes, committed contractors working together can make safety happen.

CAPS GOALS AND ACTIONS:

  • CAPS will involve all labor providers that work in Dow Gulf Coast Pipeline

  • The CAPS organization will be directed by a chairman and associate chairnan on a yearly basis, elected by the membership.

  • CAPS expectations will be communicated to all Dow Gulf Coast Pipeline labor providers.

  • CAPS will support the training and auditing of the STAC process (Safe Task Analysis Card).

  • CAPS will support Dow Chemical's sharing monthly with the membership the quality of their employees' STAC participation.

  • CAPS will develop committees to research and recommend to the organization certain actions in areas of safety performance that will eliminate accidents and incidents (committees may include actions concerning "repeaters", "at-risk workers", motor vehicles, and safety processes, such as hand safety, use of knives, drug screening, etc.
